Donors Sheila and Clayton Garmon have created a second scholarship at the Community Foundation. The new scholarship is named in memory of Sheila’s mother, Julia Anderson Moss. The Julia Anderson Moss Scholarship will provide post-secondary scholarships to graduates of Halifax County, with a preference for female graduates. Applicants will be required to write a brief essay demonstrating their characteristics of public service and concern for the well-being of others. The scholarship will be renewable for up to four years if the student’s cumulative GPA is 3.0 or higher.
A lifetime resident of Halifax County, Moss graduated from Halifax County High School. She served as the assistant county administrator for the Halifax County Administrator’s Office from 1972-2003 – a total of 31 years. She was a member of the American Business Women’s Association (ABWA) and the Halifax County Credit Union. In addition, she served as an organist and pianist at Mt. Laurel Methodist Church and an AWANA leader at Grace Baptist Church.
Over her life time, Moss was the recipient of numerous awards including the Dedicated Years of Service Award from both the Town of Halifax and the Halifax County Administration Office; the Outstanding Years of Service Award from the Halifax County Board of Supervisors; the Public Service Award from the Halifax County Community Action Agency; the Leadership Award from the Central Virginia Health Planning Agency; and the Dedication and Assistance Award from the Virgilina Volunteer Fire Department.
The first scholarship the couple created was in memory of Clayton’s mother, Virginia Ann Miller Garmon.
